Again and again Bertie tells Jeeves that he loves him and that he desires him but only when Bertie is very drunk and Bertie never remembers any of it the next day. It's hard for Jeeves to hear him say these things. He wishes it were true but when Bertie is not drunk there is no sign of him feeling that way.
